Why don't we keep kashmiri language's different scripts as different translations of a page as it is for Punjabi's different scripts in wikipedia

I also don't understand what you are trying to say here. It is not possible to create separate wikipedias for each Kashmiri writing system. The Wikimedia language policy would not allow separate writing systems of the same language to exist as separate wikipedias.

The only reason why Punjabi Wikipedia exists as pnb.wikipedia.org and pa.wikipedia.org is because there are two separate iso 693-3 codes.
